Improvements to Stockton’s I-5 Corridor Coming

Stockton – The California Department of Transportation (Caltrans) announces improvement plans for Interstate 5 (I-5) in Stockton. Caltrans has developed a series of improvements for I-5 between Charter Way and the Sacramento County line. These projects will improve traffic circulation and regional mobility, reduce congestion, add two new High Occupancy Vehicle (HOV) lanes and increase the pavement life for the corridor.

“Citizens of Stockton and the region can look forward to three major highway projects and several other projects that will enhance the local economy and improve mobility,” said Ross Chittenden, District 10 Director. “The long awaited improvements for the busy I-5 corridor in Stockton are coming,” said Chittenden, “the State will spend $186.3 million in this corridor over the next several years.”

In May, the California Transportation Commission (CTC) approved $42.5 million Corridor Mobility Improvement Account monies to help fund the $119.5 million project that will build the first I-5 carpool lane in San Joaquin County, reconstruct the lanes, widen the median, add auxiliary lanes and ramp metering from Charter Way to Hammer Lane. Additional funding for this project comes from the San Joaquin Council of Governments’ (SJCOG) Measure K and the State Highway Operation and Protection Program (SHOPP). Construction is estimated to begin in April 2011.

A SHOPP savings project received the nod from the CTC in June, moving the project forward towards construction. The $21.4 million pavement enhancing project will replace 3,345 slabs along a 17.2 mile stretch of I-5 from Hammer Lane to the Sacramento County line. Construction is anticipated to begin in April 2011.

A third project, funded by the State’s SHOPP, will reconstruct the existing eight lane freeway and widen the inside shoulders from Charter Way to Country Club Boulevard. The $45.4 million project is scheduled to be in construction April of 2012.

Other projects for the corridor headed for construction are:

• Interchange improvements for Hammer Lane and Eight Mile Road.
• New interchanges at Otto Drive and North Gateway Boulevard.
• Phase II of the HOV lane project from Hammer Lane to North of Eight Mile Road.

In the mean time, Caltrans will continue to maintain the I-5 corridor until the permanent rehabilitation projects are in construction. This summer, Maintenance crews will be replacing pavement slabs as needed and a contract to replace 171 slabs from State Route 4 to March Lane will begin.

Stanislaus County - The California Department of Transportation (Caltrans) closed the Westley Safety Roadside Rest Area on northbound and southbound Interstate 5 in Stanislaus County. WHERE: On State Route 99 (SR-99) at the Westside Boulevard Interchange in Atwater.

The $70.2 million SR-99/Atwater Freeway Project, of which $49.5 million was Proposition 1B funding, converted 2.7 miles of SR-99 from a four-lane expressway to a six-lane freeway on an alignment that allows for future growth in the region.

Other speakers include: Steven Nascimento, Field Representative, from United States Congressman Dennis Cardoza’s Office; Louise Farley, Field Representative, from State Senator Jeffrey Denham’s Office; Robin Adam, District Director, from State Assembly Member Cathleen Galgiani’s Office; John Pedrozo, Chairman, MCAG; Joan Faul, Mayor, City of Atwater.

The full highway closure will begin on Friday, March 26, 2010, at 8:00 p.m. through Monday, March 29, 2010, at 4:00 a.m. Caltrans will also perform one-way traffic control from the Old River Bridge to the Middle River Bridge beginning Monday, March 29, 2010, through Friday, April 2, 2010, from 8:00 a.m. until 3:00 p.m. Crews will replace a culvert in this location.

SR-4 westbound detour is:

• northbound Interstate 5 (I-5) (Sacramento)
• westbound SR-12 (Rio Vista)
• southbound SR-160 (Oakley)
• continue to SR-4

FULL HIGHWAY CLOSURE
STATE ROUTE 99 IN STANISLAUS COUNTY

Stanislaus County - The California Department of Transportation (Caltrans) will alternately close State Route 99 (SR-99) from the Pine Street overcrossing to Hatch Road in Ceres in Stanislaus County. Northbound and southbound SR-99 will not be closed at the same time.

Work will begin on Wednesday, March 3, 2010, through Saturday, March 6, 2010, from 11:00 p.m. until 5:00 a.m.

Crews will remove the old existing Whitmore Avenue overcrossing.

SR-99 northbound detour is:

• northbound off-ramp to 4th Street;
• Continue north on El Camino Avenue;
• Cross Whitmore Avenue to the new on-ramp to northbound SR-99.

SR-99 southbound detour is:

• east on Hatch Road;
• south on Herndon Avenue;
• south on Central Avenue;
• south on El Camino Avenue to southbound SR-99.

This full highway closure is necessary to ensure the safety of motorists and workers in the area.

Motorists should expect 5 minute delays. Alternate routes should be taken whenever possible. This work is scheduled to begin as listed, but is subject to change based on weather conditions.

The contractor for this $26 million project is Nehemiah Construction of Benicia, CA. The SR-99 Whitmore Avenue Interchange Project will alleviate peak hour congestion along Whitmore Avenue with a new wider overcrossing/overhead and widen Whitmore Avenue to four lanes from Blaker Road and Central Avenue.

Stanislaus County - The California Department of Transportation (Caltrans) will permanently close the northbound State Route 99 (SR-99) on-ramp from Whitmore Avenue (at Whitmore Place and El Camino Avenue) on Thursday, February 18, 2010, and will open the new on-ramp from Whitmore Avenue.



Work will occur on Thursday, February 18, 2010, at 10:00 p.m. through Friday, February 19, 2010, at 5:00 a.m.



Northbound SR-99 will remain open to traffic during this transition. Motorists can expect 10 minutes delays. Alternate routes should be taken whenever possible.

San Joaquin County - The California Department of Transportation (Caltrans) will close the #1 (left), #2 (middle) and #3 (right) lanes, alternately, on westbound and eastbound Interstate 205 (I-205) at the Hansen Road overcrossing.



Work will begin on Tuesday, February 16, 2010 through Friday, February 19, 2010. Crews will be working in the westbound direction from 6:00 p.m. until 4:00 a.m. and in the eastbound direction from 9:30 p.m. to 9:00 a.m.



Crews will do bridge construction in this location.
